The Federation of Namibian Tourism Associations (FENATA) has provided an update on Namibia’s new reciprocal visa requirements, set to take effect on 01 April 2025. According to FENATA, the new Visa on Arrival (VoA) process will be more convenient and hassle-free for international travellers. This initiative aims to simplify travel arrangements and improve the visitor experience in Namibia. The official launch is scheduled for 03 March 2025, coinciding with the activation of an online platform for travelers who wish to obtain their e-visas in advance. Namibia announces the implementation date for the introduction of reciprocal visa requirements! [update #2]
update (31 July 2024): We just had a chat with the Namibian Tourism Board (NTB). According to their information, Namibia is planing to impose new visa requirements on nationals from 31 countries, and not from 33 countries, from 01 April 2025. See press release below.

update (18 July 2024): The Namibian Home Affairs, Immigration, Safety and Security Deputy Minister Lucia Witbooi has announced that Namibia will impose new visa requirements on nationals from now 33 (!) countries from 01 April 2025. Unfortunately, the Minister did not say which two new countries have been added to the list. She further announced that visitors from these 33 countries will be eligible for visas on arrival upon paying a fee of N$1 600 and meeting entry requirements, which include possessing a return ticket, medical insurance, proof of financial means, no criminal record, and a passport valid for at least six months. The Namibian Ministry of Home Affairs, Immigration, Safety and Security has released the implementation modalities of the visa on arrival as approved by the Namibian Cabinet (Cabinet decision No. 8th/21.05.24/002). The visa requirement for non-reciprocating countries will become effective on 01 April 2025. Also effective from 01 April 2025, visa fees for travellers from non-African Union (AU) member states will be increases from N$1200/person to N$1600/person. Travellers from AU member states who qualify for visas on arrival will still pay N$1200/person. These fees are subject to an annual review.
In addition, the "visa on arrival form" will be merged with the "arrvial form", while the "departure form" will be discontinued to simplify departure processes.
Effective 01 April 2025, nationals from the following countries will require a "visa on arrival" to enter Namibia:

Nationals from these 31 countries will soon need a visa to enter Namibia!
The Namibian Ministry of Home Affairs, Immigration, Safety and Security has published a media release regarding the implementation of visa requirement for non-reciprocating countries. According to the media release, the decision to introduce an entry-visa requirement to countries that have not reciprocated the favourable treatment granted to their national when visiting Namibia is aimed at fostering fair and ballanced diplomatic relations. It will affect a total of 31 countries.
The date of implementation and application of the new visa regulation will be communicated at a later stage. We'll keep you posted!
Nationals from the following countries will be issued with visas upon arrival in Namibia at an applicable fee in addition to online visa application:

Namibia introduces entry visa requirements for countries it has no reciprocal visa arrangements with!
According to news reports from Namibia, the Governemt of the southern African country is set to introduce entry visa requirements for countries that have no reciprocal visa arrangements with Namibia. The proposal, which was submitted by the Namibian Minister of Home Affairs, Immigration, Safety and Security, has already been approved by the Cabinet. This was announced by the Deputy Minister of Information and Communication Technology, Modestus Amutse, during the presentation of the cabinet decisions on 23 May 2024. We'll keep you posted!
