Zimbabwe's Government has finally put in place the necessary legal instruments in line with the latest Cabinet decision, so that travellers, who are fully vaccinated against Covid-19, are now allowed (since 04 March 2022) to enter Zimbabwe via its land borders. The regarding regulations are contained in the Goverment's General Notice 421 of 2022. Zimbabwe had closed all land borders to curb the spread of Covid-19 except for cargo transport, returning citizens and other authorised persons.
Zimbabwe's Government announced on 15 February 2022 that all (!) ports have been opened. Despite the announcement, the land border remained closed because the Attorney General's (AG) office was late crafting a statutory instrument to operationalise the decision of Zimbabwe's Cabinet to open land borders for vaccinated ordinary travellers.
