The first phase of the upgrade of the 44-kilometre tarred road between Windhoek and Hosea Kutako International Airport to a dual carriageway, which commenced in January 2016, is expected to be completed by November 2019. The project is divided into two phases. The first phase comprises a section from MR49 (Mandume Ndemufayo Avenue or Kupferberg Road) to the extension of Sam Nujoma Drive, while the second phase comprises the section between Sam Nujoma interchange and Hosea Kutako International Airport. According to Namibia Roads Authority (RA) CEO Conrad Lutombi, the RA is "at an advanced stage in terms of the procurement process to appoint a contractor to proceed with the second phase".
